Something on your pc (most likely a firewall) is blocking the .application file from being downloaded.

Game Log File Request Prompt
Please include a copy of your game log file. If you do not know how to obtain this log file, please follow the steps listed below:
- Click Start, My Computer, Local Disk ( C: ), Program Files.
Go to the America's Army\System directory and open the ArmyOps.log file with a text editor (ie. notepad). If you cannot find this file, you may need to un-check "hide extensions of known file types".
Highlight the section near the end of the file, a couple of minutes worth of log is enough. Use the key combination Ctrl+C to copy and Ctrl+V to paste the list into an America's Army forum reply.

Glad you got it working, now I also know it's a problem with file permissions. The next update of AAUP will show a clear error message in case this problem occurs with steps on how to resolve it.

Ok now we probably know what is going on, by the looks of it the component that downloads and replaces the files is crashing because NTFS permissions are set incorrectly on your America's Army files.
Go to your America's Army folder, right click on it, choose properties -> Security
Make sure the users "Administrators", "System" and your own windows user account have Full control over the directory.If you want to download some files manually: http://downloads.k2-solutions.eu/AmericasArmy/missing/ (don't give out the link)

Was AA closed when you were running the repair?

1) Try to reinstall AAUP
2) Before running the repair close as many programs as you can, maybe another program is trying to communicate over the same port AAUP is using. -

When you use repair give it 10 seconds or so to start. If it doesn't work then I suspect there are bigger problems with your Vista installation (A clean install might be in order)

Do you have .NET FrameWork 2.0 installed? (check in add/remove programs)

Are you using Windows Vista, XP or 2003 server?

Make sure your firewall isn't blocking AAUP (AALogReader.exe and AA_Utility_Filedownloader.exe).

Please contact the network administrator or your ISP (internet service provider) and ask them if your connection is behind a proxy server. If it is ask them for the IP address and login credentials.

Are you running the latest version of AAUP (0.5.4.0)?
Press CTRL+ALT+DEL and open task manager when repair is running, do you see a process called AA_Utility_FileDownloader.exe?
Make sure your firewall isn't blocking AAUP, both AALogReader.exe and AA_Utility_FileDownloader.exe need full internet access. -
Try to use the install button, see if that works.
When the error pops up there should be a button you can click on to show more info, if using the install button didn't do the trick post that information here.
