So i finally got AAUP working and i run the Repair Installation feature
but it completes the file check and i don't think it actually downloads
the file that is says it's adding to the download queue. What's the
next step?

1) if you're running XP Pro, you must open Windows Explorer, go to Tools, Folder Options, View and uncheck Use Simple File Sharing.
2) if you're running XP Home, Simple File Sharing is enforced by default and cannot be disabled. You must boot the computer into Safe Mode and log in with the Administrator account, in order to see the Security tab. A work around for XP Home, so that you don't have to enter Safe Mode, can be found http://www.dougknox.com/xp/tips/xp_home_sectab.htm3) Right click on the America's Army folder -> security tab -> edit -> give your own account and the group Administrators "Full Control".
Now see if AAUP works. If it doesn't:
4): Right click on the America's Army folder -> security tab -> edit -> add -> type: everyone -> click ok -> give "Everyone" "Full Control" and click OK.
And try AAUP again.

I may have just not let the program sit there for a while, but now I eventually get a popup message saying that it can't connect to the remote server.

It's most likely because of the high latency (high ping times), are you using wireless connection? If so try using a wired internet connection.
There is also a very high latency outside of your network so it might be a good idea to contact your internet provider. -

So I ran the traceroute again, and it looks like the pings are just fine, and still AAUP says it can't connect to the remote server.

I forgot to mention that I am on a wireless connection, but since I began having problems with AAUP I set up my connection as DMZ to remove the chance of the router being an issue.

When exactly do you get the error message "Can not connect to remote server"?
If you click "Downloads" do you get a list of files you can download?
If you click "Server Browser" and then "Update list", do you get a list of AA servers?If you get an error message when doing one of the above please mention it.
I suspect that due to the fairly large ammount of data that is required to do a "repair" the connection times out.

After it completes File Check 1 it appears to do nothing for several minutes and then it eventually pops up the error message, and if I wait even longer it will continue to pop up more instances of the same error.
Clicking on Downloads shows all the AA downloads available successfully as well as clicking on Server Browser and Update List to retrieve the active servers. -

The repair utility said I was using my AA was an older version - running v2834.
It then proceeded to delete all the files needed to run AA.
Then it did not do any downloading of files it deleted.
Basically - it destoyed my AA install that i just did last night.
AND - YES, my computer as ALL the setting recommended above done it - these are are my normal settings.
Possible recognition error with v2834?

AAUP will warn you for using an old version of America's Army, because of an issue with the latest America's Army patch (the beta version of AAUP has code to correct this) but this will not affect how AAUP works.
Make sure your firewall isn't blocking AAUP, if it isn't let me know and I'll give you access to the new version of AAUP (beta) which should resolve the problem.
